what are you even on about? the emperor clearly did the right thing. stop trying to apply your average cheesy predictable plot lines in great manhuas like this. in a complex storyline like this one, there’s bound to be repercussions if he does what you just said. stop trying to make everyone in a story overpowered or “untouchable” who can do whatever he wants w/o any lasting consequences. if you want smth like than then read another story w/ a dumb plot.

Small actions can create huge ripples that can cause them to drown. If he reprimanded the soldier who seems to be well respected as a veteran soldier and who has a sob backstory with a brother who also has military relations, it would look really bad. Especially since rumors are exaggerated so that small slap on the wrist might turn into a beat down. If he got a really bad injury or killed then it would be a different story because then he’s putting his majesty in danger by harming “the bodyguard of the emperor” but it was only a push and a bruise.
That's exactly one of the points in the novel, just as you said he realized that he never took seriously the position and he always felt he was outside of all this story.
But after a he experienced a traumatic event he started acting the emperor he realizes he is.
