In my opinion something like that can prevent double work on one title. Because now you don't know if someone already pick up it or not but when you ask for permission you will be know if someone already working on this title . And maybe previous person/group have raw or start some parts for next chapter and can pass it another person/group (=・ω・=)
Iv seen quite a few people leave notices at the end of a chapter that they won't do it any more due to whatever reason but they want the rights to say who can and can't pick it back up which I dont understand under this system, unless they own the license! When someone chooses to cancel the updating and loading and stuff, why do they have to give permission to let someone else pick it up? Why can't some just pick it up and move forward? Iv never done this so I'm just curious?
