I actually had a step brother who tried to hit on my mom all the time because they were kinda close in age. Even when my mom divorced his dad and after years had passed and my mom was married to another man for years he would still hit on her (he even has two kids and still tries to get with her from time to time when he fights with his baby mama) (￣∇￣")

Oh it was definitely weird! But since the dad had the son at a young age and the son had already moved out and only visited a few times a week his dad didn't really do anything to stop him and even ignored my mom when she said it bothered her. That's probably one of the contributing factors for why their marriage didn't last. Even now that they aren't together, it's still awkward when we run into him, especially when he has his kids and eyes up my mom saying she hasn't aged a bit and is still just as beautiful as before (which is true but still). All of his brothers and sisters thought it was weird too but that didn't stop him from shooting his shot
I feel sorry for your mom he sounds like a weirdo creep. And your ex stepdad sucks for not doing anything about his creepy son... I hope your mom is well and happy now!
The last one... I know she's closer in age to him but like imagine you're her son and you find out your brother wants to marry her??? I would scream! Maybe it's common back then idk but doesn't change how weird it would be for his brother...
