Do you mean the Red Veil? Because sensei told us that the Red Veil was a form of opium, if I am not mistaken ... I don't think that everyone get a taste of what we see in the new chappie ... only the 'important people' - otherwise there would never be enough to go around unless they can breed a whole bunch of Shiros all the time ...
