I'm pretty sure he was well aware of that. Why do you think he just stood at the sidelines and watched them get closer? Because he wants Tia to be happy and he respects her choices. He wasn't trying to claim her. He was skeptical because not only is the Emperor different (as in drinks blood) but he's also associated with possibly dangers people so his protectiveness and skepticism is only understable.
