i don't think the author wants it to be racist. They probably just mirrored real life slavery to be realistic.

When there is a society with oppression and slavery depicted than it's usually the evil Blond and light skinned people oppressing dark haired/skinned people. It hits very close to home since it's been done so long through out history. So it does make sense

I mean part of the description is that they're also a rare beautiful race of people with blue eyes. They were enslaved for their beauty (and out of jealousy), they just happened to be tanned.
