Yes, Hwa Gok planned the baby but remember that he didn't tell Lee Bin that he agreed to the fertility treatments from Khakia, Lee Bin found out because his brother told him not knowing that Lee Bin didn't know, LB also had absolutely no intention of turning HG because of his past relationship trauma. But you have to remember that because of Inho's memory alteration Hyung thought he was female and though that LH was only interested in him because he smelled Hyung's adoptive brother's scent on him.
