Yes, that was horrible, but also do have in mind that they took them off the streets.
If they didn't adopt them when they did, she and her brother could've possibly died, and I think that act of goodwill still counts for something.
She's making them sell their house- one of the only things that signify their status and taking them to a much smaller one(also, have in mind that they have a daughter, and she hasn't done anything- in fact, I'm quite fond of her) throwing them on the streets would have been unfair too.

What kind of punishment is allowing them to keep the money they stole and giving them money to buy another house? I don’t like her character. Even if she is grateful to them, they should still be punished for their actions. Especially for robbing her brother of a great future.
