Actually it is very common that, in dysfunctional families, the father is an absent one. Most of the time, he's there physically but unless the other family members do something that bothers him personally, he just ignores it or doesn't care.

For example, when I was little (7-8 yo), my mother and older sister (14-15 yo) used to fight a lot by yelling at each other and sometimes it got really really violent, my father was always there when the fights happened but just watched the TV and it wasn't until he could no longer ignore the yells or something broke that he moved to stop the fight. Then, the next night the same thing would happen.

So based on my experience, until the MC's mother does something really violent he will not move a finger, and possibly when that happens he will consider it the MC's fault or even the boy's fault because she changed after meeting him. ╮(￣∆￣)╭
