The governor seemed so suspicious since he never existed and neither did that rebel group in the story..but unless it was his plan to get shot in the back I'm pretty sure this clears the governor. ╮(￣▽￣)╭ So if he survives she can cross him off the list of suspects.
Now they just need to reenact this 30ish so times to see who the real loyal nobles are lol jk jk
