the dragon prince is the prince of the enemy country. she would be considered a hero if he kill him. whereas the scheming prince is the prince of the kingdom where her family resides. If she hurt that prince, imagine what will happen to her AND her family.

I think the author just didn't want to want to harm the pretentious ML.
So the MC is able to beat the shit out of a powerful Dragon Prince but she is unable to retaliate against the perfect scheming first prince who keeps teasing/angering her...
Does that make any sense at all?
