That's normal here in the states, too. They punish you for anything you do outside of school.

Waaaaaah! Your schools are boring xD I get into lots a fights at school and never gets punished xD well, most of the students there are juvenile delinquents so maybe that's why the teachers don't bother xD ( our school is the type of school where all troublesome kids gets thrown off xD )
at all the schools I went to, you would of course get punished anytime you did something against the rules, but only if it was at school. The teachers had no authority after the last bell rang
