I think they are the same or maybe a descendant. They're spitting the same ideals about it's all about the goddess will and some.
My guess is the pope is probs skull mask idk the other Outsiders know he has tons of artifacts in his person one of them is probably helping him prolong his life
I re-read the manhwa and I just have noticed that the Pope from the saint empire of the first Shadow World they conqueer (in the first season, around chap 60-70) resembles so much to the old man of the Outers, the one who stoped the fight between Pierrot and the other guy with the crown mask...
Maybe I'm seeing things but still...
