Nah the Emperor is still at fault. Saying that he would've killed the kids if not for certain circumstances is wrong, even if he changed his mind later. He shouldn't have said that aloud to someone.
Also the fact that he never tried to confirm whether or not the twins were alive is bad as well. Rurahel could've fully been lying about the kids being alive and spent the money to buy alcohol and other riches. Unless there's some reason relating to why the Emperor (not the brother) couldn't go and check, he has no excuse.
