In my opinion, Tanaka would totally be the one to confess, something like ''I may need Oota to be at my side forever, so please don't leave me'' or something like that. Like, if Oota got a girlfriend, Tanaka would realize just how dependent he is of Oota, and he would get really mad with the whole situation, where there's nothing he could do. But if they got together, I can't imagine them having a sex life... It would be more like a cuddle season... Oota would probably be indifferent to that, since he really respects Tanaka...
