Personally I think he likes her and he’s just waiting for her to be older. A lot of their interactions end in him alluding to a future where she’s ready.
I think he likes her genuinely but she’s still very young, I think he wants her to grow up and make her own decisions. He sees a lot of potential in her and just wants her to blossom on her own. I respect that he cares for her and doesn’t want to string her along or even encourage a relationship when he knows she’s a student and should be focusing on herself. I think Takane and Hana are a different situation and circumstance, I know a lot of people hate age gaps in manga now a days but people forget that although it shouldn’t be encouraged, it’s a real thing. And they’re really respectful to each other and don’t cross boundaries. But I just think the author rn just wants Luciano to be an adult with a different way of portraying an age gap relationship ╮(￣▽￣)╭
