Maybe it’s just one of those guy things? My step dad has a patch on his legs where hair won’t grow and my dad has a area on his back where hair won’t grow.
I am pretty sure he didn't shave this area, he just can't grow hair there. That's why he's so embarrassed about it and wants to keep it a secret from everyone.
Maybe by genes my brothers has no pubes when they were in their late teens. Even my brother whose 23 now still has no mustache or even underarm hair. But he is ok with, makes him sweat less as he says
