pretty sure the man's physical score need to reach a certain amount for him to be considered a 'pass'. if you fail maybe he will still do some type of military stuffs just not the hardcore training like dowan's type. not sure about Korea's military system though but should be similar

i know some men can be exempted from military such as injury or studies, so when chamin's mom said to take another semester i thought chamin's not going to enlist at all
i am not sure but maybe his type doesn't require him to enlist, maybe he just need to do some social works and stuffs. either that or the author think it is not important to the story so he/she never state that in the manhwa. or if he does need to be enlisted, it will be in a later time because the ages needed for korean men to be enlisted is from 18 to 28. he has all the time to enlist after he completes his studies.
(as to why dowan enlist so early is probably because he wants to get it over with faster so it wouldn't affect his future plans or something, same with chamin but unfortunately he didn't get accepted) - all these are just my assumptions if i am wrong then sorry for the wrong informations
