I think they're just straight up different. Like, the old nobles with magic that the Tarans used to be part of were described as looking like humans, but you know, probably not exactly so its difficult for them to conceive children with people who don't possess the magic bloodline. Therefore the whole story about how the Tarans, who somehow were born from a regular person and a noble with magical blood became an important stepping stone to adapting to the changed world. But now as halfies, they can get a specific gender if they do the dirty within their family (like their sister or sumthin) or a regular woman outside their bloodline. The herbs are supposed to cultivate the regular lady's body so that she can even carry a child with the Tarans if im interpreting that right.
