I think the meat could just be dead fish like how the black alley market would sell death animals meat donated by hospitals and morgues (〜￣△￣)〜
What chinsu said, and the sea creatures just see eating each other as a natural part of their lives, so giving the land creatures/carnivores a bit of fish meat isn't a huge deal to them.

Are we just going to forget for a moment that the sea creatures are willing to give up their lives in order for land creature to have some sort of meat? And that possibly zaguan was going to be offered up as well but changed his mind when he thought of not seeing his friend legosi anymore????
