You know how Arthur was like reincarnated, apparently it's the same for him (Elijah) but he doesn't have his memories yet unlike Arthur. In Arthur's past life him and Elijah were close or something but things happened and the past life Elijah started to hate him or something and when he got his memory back he goes back to hating him i guess. This is not a perfect explanation because I can't remember the spoiler that well, and I didn't read the novel but there are these forums where they put spoilers on. Also there's more to it but I don't want to spoil it too much.
