Maybe what they mean is Africa's climate is (maybe) not suitable for them. Too hot or too cold (that is what i know. sorry, if i got it wrong, since i never go there and only know from book) ٩(๑❛ᴗ❛๑)۶ and that is why they used it(?)
Not really; people use it in a way that is really mean because it assumed that the entire continent is impoverished. I have had people ask me if there are toilets and if the huts we live in are suitable for living. What makes it worse is that line is used to punish others.

There is nothing I hate more than them saying "I'll send you to work in Africa" as a freaking threat! Like first of all, it's not a freaking country! It's a continent! You can't just work all around Africa without a freaking visa! And secondly! It's not a bad place to work compared to the work life balance in most Asian countries! Where people are working crazy hours and are super stressed out! Argh! It's always so iterating to hear! ARFICA IS CONTINENT OF MORE NATIONS THAN ALL THE OTHER CONTINENT BUT IT'S ALWAYS TREATED LIKE ONE BIG SCARY COUNTRY! (╯°Д °)╯╧╧
