yea, ino and khaki is in a romantic relationship. as for why he was chained, i think its bc razel did it as the reason because ino has disobey them by letting seolhyun to be with leehwa. also, ino is the leader but they kinda have a higher master, which i assume is razel bc he was originally a lycan that being turned into a vampire.
