I think in the western setting when it's an empire, the monarch is known as an emperor and his legal wife is the empress. The extra wives instead of just consorts are known as queens or queen consorts.
I just wanna say that she's an empress; not a queen. If she was a queen then she would have the same amount of power as Cesar's mother.
