I think, it's not only Mabel. Her father also have that capability. I think, it can be done by everyone that have high level magic and it only towards the dragons.
If my understanding from the chapters are correct.
any archmages (and common mages) usually have a very high affinity with animals and magical beasts, but not all of them have talents like Maybelle and her parents. Galatea could make any living animals from golems, because it's her specialty (besides her true talent as spirit archmage who made a pact with nature spirits). Rykell could do the same, but his true talent is a sorcerer specialized in ice elemental magic.
in season 2 we will meet Galatea's best friend (she is an archmage, too), a beast tamer specialized in taming drakes and dragons :D . There are dragon riders in the empire and the neighboring country so Maybelle is not alone.
Maybelle's talent also a bit different from her parents (she could hear the inner voice of magical beasts, magical objects and golems, but there is an indication that she doesn't inherit Rykell & Galatea's skill : speaking to plants. she could hear the song of vegetables in her farming field, tho)
