I'm pretty sure that's not the case. The older bro is the head of the student body, and it was the members of the body that did that to the little bro out of jealousy. The older bro most likely found his little bro's attitude strange and did a little check-up. The picture is probably the evidence he needed, and with that, he sent the members that bullied his little bro to "study abroad" with the help of their father.
