It could be right? Like same mother but different fathers.
I just really really can't stand the idea of him being an ex-lover of Asami, even if that seems unlikely... One never knows

What makes me think he isn't Asami's brother is in the scene where Kuroda stops Akihito and informally interrogates him. His questions about Akihito's physical relationship with Asami are prurient, personal and not pertinent to his investigation. Kuroda has some kind of deeply personal interest in the nature of Asami and Akihito's relationship.

Yes, it could be the interests of a brother but I think the clue in that scene is the rolled up paper Kuroda is holding while he talks to Akihito. He drops it and Akihito picks it up and notes that Kuroda has left the imprint of his fingers on it, a sign that he was clutching the paper tightly, a sign of intense emotion that seems to go beyond brotherly feelings.

That makes sense, I didn't catch that scene, didn't really look into the paper he dropped.
Maybe he has a brother complex, maybe he is a chilhood friend who is in love with Asami but I don't think there's any feeling of love between them.
The siblings relationship was the most convincent for me but it could be that they're something else.
