Jiheon did give him freedom. He was able to go anywhere, but he assigned a bodyguard since he knew the Lim guy was after him. Yes, Jiheon is a piece of garbage and should be banished to hell but no rapist has ever said "I'm sorry" from the bottom of his heart and Jiheon did change, in a good way.
