According to my very quick MTL, even at the end, Vincent didn’t get his memory back, as it was erased cleanly, leaving no emotions, thoughts, minds, or anything else. However, he had a looming afterimage of someone (Haylinn’s mom), asking him to make her happy.
In the last chapter of the main story, when Vincent and Haylinn visited Haylinn’s mom’s grave, Vincent said that it was Haylinn’s mother who brought him to her: "It's your mother who sent me to you, Haylinn. Basically she is his daughter, he has a memory loss and the exchange of the memory loss is so that the daughter can go time travel in the past. He is willing to sacrifice himself
