The heroine is weak not because she does not have the ship, but because that ship was the key to unlocking her power. She has the potential to be a heroine, now she needs a push. You won.t see anybody growing while they are made to believe they are useless. Now she needs another way. Leon would have not become so OP without the lost item.
Even that machine realised that some events are needed to grow stronger. If you never have the chance, you wont become. Even those 2 idiots shine right now because they were given a chance by Leon to fight. The moment he let them have those armors, they could finally strive to be better, to prove themselves.
