I believe he does really love Sangho.
The way I see it, the sentence implied that Hakdo will always have lingering feelings for Doochi. This romance is very realistic, it's the same as the famous 'you never forget your first love' saying.

While Hakdo does truly love Sangho, part of him will always care for Doochi. And I feel this is very real and powerful. Making his feelings and care for Sangho seem even more important to me thanks to that.
