Drunk sex is not consent sex. You can't give consent under the influence because you do not have a clear state of mind. Maybe if both of them were drunk, sure you can say they both made a mistake. They may have both drank, but the seme was clearly more sober so he has no excuse of taking advantage of the uke. So yeah, its still very wrong.
