I completely agree with bokutachisan. In my opinion, i think drunk sex is completely rape because the drunk person isn't able to properly consent because they are intoxicated and not in the right headspace, and with no consent the sex is rape. Regardless of what manga or fiction stories you read and stories of people who had sex while drunk and didnt mention rape, drunk sex is rape.
What if the top is drunk and the one who initiates it is the bottom/uke, is it considered as rape?

OK so if you are really drunk that you are not in your senses you wont be able to even stand properly speaking from like personal experience so initiating and then actually having sex is almost not possible so one of the person would be in their right mind to actually intimate sex so its there responsibility to make sure that consent is involved since you wont be hammered enough to lose all your senses cuz being drunk and being drunk like totally knocked out is completely different
