I understand what you’re saying, but to defend the Seme a little bit he did think the ex-boyfriend was dead. My one thought is, shouldn’t a vampire know if someone is dead or live.
In chapter 16 Chihwan basically said once vampires die their blood and bodies melt in the sun and if they put their blood on something that is dying, same thing happens to them. And that's why he poured blood on him. He would have died if the other guy hadn't saved him.
