I don't think its completely specified.
When Sam was trying to give Noir a title he ended up say Quing because Noir said they weren't sure. As a kid Noir was wereing a shirt and shorts which could imply male, but the shirt did have some ruffles which could imply female. The same for their adult clothes, between wearing male clothing for the majority of the story, but putting on the dress from the wardrobe.
on the original webtoon the author specified that before noir ate the fruit, she was a girl. but as a lich, noir is non binary
