So the drunk guy didn't have any company with him since the sober guy had an easy chance to take him somewhere else, so the question is if you're going to drink alcohol to the point that you can't think straight why drink in public especially with no one to accompany you or take you home? Both are to blame, most blame goes to the sober guy but the drunk guy was too careless going out and drinking to public like that considering that something bad might happen to him because he's drunk.
