It's because he pities her and feel a connection with her. He knows she is doing bad things, but is in huge denial. He doesn't really love her. However it doesn't really last long, later on he pretty much comes to terms with her being the biggest piece of shit and stops helping her in anyway.

But I don’t get the emperor cause while he did have a quite a shitty childhood, why does he keep changing sides ;-; he said he would forever love rose and yet- boi I see u in love with our mc like back up sir ;-; and honestly it frustrates me how they hasn’t been concluded like ROSE DID ALL THE SHIT, NOW EXILE HER OR KILL HER AND MOVE ON :(

I can’t exactly fault him but...... i think that hoe’s bullshit has gone on for too long that what he is doing is just.... not fit for a man of his caliber..... he’s human he has flaws and weaknesses and in time when she does some shit (like the attempted murder and sabotage) he would not be tolerant and punish her....... but, is the sabotage not enough of an evidence of who she truly is?
