They feel bad because of their past, if the serial killer had good parents then they probably could have been normal. People don't kill for no reason, it's almost always due to messed up lives and mental illness.
dude he was a child and he witnessed his dad killed his mom infront of his eyes at that moment i'm not blaming him for being one but his dad I wouldn't condemn him for his doings but he blames himself for how he just stands there without doing anything and end up becoming just like his dad
