I was thinking he keeps telling Jihwa to be strong, and goes into detail about how he can kill Nakyum, to gauge his reactions.
I think the assassin knows Jihwa doesn't actually want to live with the horror of murdering someone (I mean, come on, he says he's too scared to sleep because he sees Nakyum in his dreams and that boy is a literal angel), so he's pushing him so that Jihwa can decide on his own not to go through with the plan.

The assassin has something personal against Seungho too, like ik he's getting paid well if he kills Nakyum but maybe he also wants some sort of revenge against Seungho? That's why he keeps egging on Jihwa to be strong and not mess up plans to kill Nakyum since Jihwa's kinda unstable/wishy-washy rn.... Hmm
