Maybe so. Parenting is give and take..but Yul is two lol (idk his exact age but he's a toddler). Can't expect the same level of understanding as an adult.

yes tantrums are bad and children shoul be taught that they can't have everything if they just cry and whine about it but from Yul's perspective, not only was Jun late but he's denying him everything. Honestly, I think Jun should have realized how hurt Yul was and maybe given in to his small demands which could have prevented the tantrum in the first place.
