Not really since in the last chapter it mentions that estians father found eugendiph blood in a tower and did experiments on PPL and that estian was the only one who survived,, and Cecile and estian are from different countries royal families so I don't think their siblings (=・ω・=)

Umm so when Cecile said she doesn't know who gave her the book the silhouette that was shown was of a maid's. Cecile's mother was also a maid. It was mentioned that her mother died after she was born, but not died giving birth (I think) so maybe her mom was working as a maid in her secluded palace and was the one to give her the book. And also estian was a test subject so his powers are not like the pure bloods, it could be that her mom was actully a pure blood <eugendiph> survivor(?) And was hiding as a palace maid but ended up having Cecile.
