I don't think it really matters as long as you understand the gist of it.
I believe various people use the finance department to gain money for foolish and possibly insignificant reasons (see "entertainment, brothels etc" )
it seems as though they're labeling it as "training costs" but the amounts are constantly different (which is weird but not alarming in my opinion) however they're putting in requests for a lot of money which insinuates they're probably using that money for personal benefit
So the finance department isn't really managing finances as it's supposed to be but is a "conveyor belt" meaning it exists almost like a figure head only to approve of requests for more money
Our MC says that the palace can barely keep up with these kind of greedy people.
