I think uke is brave enough to make a step. You can't blame him since it was a contract since they were a little about servant-master thing. Of course he'd thought seme accept it out of duty. But behind of these, seme has feelings for uke so it's very unlikely if uke confess out of nowhere. So uke made another step so he can be with seme but things get worst when seme still hiding his feelings when he clearly saw uke keep looking for him ╮(￣▽￣)╭
Let's not forget that the seme chose to be the uke's servant
