She still has the book given by the maids so the maids were real. Could be they're fairies or some spirits taking form of maids to look after her. Remember Cecil is the illegitimate daughter of the king with a maid, but the maid's identity was never revealed? Maybe her mother was a fairy or something thus result to Cecil's blood specialty.
