The villains did a ton of damage though. Not only did they destroy cities, Touya made Endeavor's past public, a bunch of heroes lost their lives, we got a ton new amputees, we have no idea what's gonna happen to the hero society after this. And I'm personally really excited for that aftermath.
I'm not really even sure how Hori would've made the villains win in this situation tbh. Though I hope they just end up running away rather than getting captured or something.
They did imply midnight is dead and I would argue shes pretty big in the series. Also its a huge possibility Hawks might not recover. Hes 22, thats a big blow to lose a important part of yourself especially so young. We still haven't confirmed Aizawas condition either. Its too early to think we won't suffer major hero losses.
As far as we understand it her quirk rewinds physical bodies only, she can't rewind objects, and it seems to deal with evolution and not time.
So I dont think she can return the dead, (chisaki said himself if he could only fix people if it was fast too much time and he couldn't revive them) or undo the damages to the buildings or cities.

Well this is boring. The heroes are clearly gonna win and that is so cliche and boring.
