If someone is not married and doesn't indicate that they are seeing someone, it's normal to assume they are single. That's how relationships start.
maybe that's how you see it.
but personally I do not like to assume someone is single or engaged just because they are hinting or not hinting anything. I see them only someone I know and after you get friendly, you will know about their life gradually.
I have friends who are in a relationship but they only talk about it when they feel comfortable with the other person, they like to keep their life private.
