No it isn't. It is a very common thing to do in Korean and most Asian countries for that matter. I don't know if you've read any other stories but they pretty much all do this same thing (whether it be Korean or Japanese or whatever). In this case it does not mean literal older or younger brother it just means a male referring to another male who is older than he is. There is a version of this for when a male is talking to an older female and vice versa and for a female to refer to an older female. It shows they are close to each other and respect each other and can be used in families, friendships, and romantic relationships.

i know perfectly what this means "hyun" "oppa" "noona" "ahjusshi" and so on are all okay cuz koreans can't address older ppl by their names it's disrespecful but calling your lover a dongsaeng is a no no in korea cuz it means that you cherich that person as a real sibling, a family member, it's in total opposition with romantic love
if you read other manhwa or watch movies dramas and all you'll see that "dongsaeng is usually used to reject a love confession like " sorry i olny think of you as a cute dongseang " in korean you'll hate being called dongsaeng by your lover for sure cuz it's straight rejection
i wrote this is "SICK" and i would have wrote the same thing if he said daddy instead of dongseang , i find it sick others may love it and find it sexy and all it all comes down to taste and i respect that so i hope you guys respect my taste too
