So basically Lucia can't have children as we all know and the reason why Philip was the only one who knew the cure was because that is the procedure in which taran people have daughters.
Idk if it happens in the webtoon but in the novel when Philip gives Lucia the medicine in her dream he asks if she's virgin which she was not.
For a daughter to be born in the taran family a woman needs to eat mugwort from her first period and loose her virginity to a taran male. For males to be born two people from the taran family (basically siblings) need to have sex.
So when the doctor Anna befirnds Philip as he is a genius doctor she asks him for the cure and Philip gives her the medicine so Lucia could have a daughter.
But Lucia knows the smell of the medicine and refuses to take it because if she has a child then hue might hate her.
But Philip removes the vanilla scent from the medicine and gives it to Anna saying it was a medicine for headaches.
Lucia take the medicine not knowing it was the medicine for getting pregnant.
Later she does get pregnant and hue is terrified because the taran child might kill Lucia
But it doesn't and they have a beautiful daughter called Evangeline.
And also the lady who had 3 husband's, the one who Hugo slept with in the past, Anita. Tries to kill Lucia thnking that hugobwill love her when she dies but Roy kills her. Oops

In the next chapters Lucia and Hue will have their biggest and only fight due to a misunderstanding. Due to the maid that was fired, the butler is worried about Lucia not having her period every month and tells Hue about it. Hue ask Lucia to seek treatment because he is worried this may impact her health. Lucia misinterprets this as Hue not wanting anything to do with her because if she starts getting her periods again she can become pregnant and she knows that Hue does not want children. What Lucia does not know is that the Taran bloodline is special, and there is a specific method for a normal woman like Her to become pregnant with a Taran baby. Which is why Hue can sex with her all the time and not worry about her becoming pregnant. However, Hue does not tell her about this because he is embarrassed about the incest within his bloodline and is worried that Lucia will find him disgusting.
More Spoilers Ahead:
Because of their fight, they spend some time away from each other. During the time they are separated Hue request for Damian to return home on a break to meet Lucia. They start to miss each other and the two come to realize something. Hue admits to himself that he is in love with her and wants Lucia to love him back (it frustrates him that Lucia is emotionally distant from him) and Lucia can’t imagine a life without him and wants to remain by his side as a lover (since she promise to never love him and not to expect love back). Thus, they make up without clearing the misunderstanding. But right after they make up, Hue needs to leave to inspect his territory. While Hue is away, Damian comes home and meets Lucia.
Even More Spoilers Ahead:
All the servants are worried how Lucia is going to react when Damian comes home (since most noble women are not fond of their husbands illegitimate children). Damian knows that he is coming home to meet his new “mom” and was warned to treat her with respect by the duke. It’s sad that Damian expects to be treated either with indifference or rage by the duchess. Lucia on the other hand is excited to meet him and falls in love with him at first sight since he is Hue’s mini-me. She spends time with him by going on walks, eating meals together, and taking care of the baby fox that Kate gives Lucia as a gift to train for fox hunting. When Hue returns he is amazed that Lucia and Damian get along so well that he starts to become jealous of the attention Lucia devotes to Damian. Lucia gets Damian to call Hue Father for the first time and is determined on making the relationship between father and son better. Since Lucia is on board with Damian being the next duke in the future, she decides to throw a tea party to informally introduce Damian to the Northern Society. Let’s just say that the tea party does not end well. Although the tea party was a failure, Lucia’s and Damian’s bond becomes stronger (since Lucia stands takes Damian side), and Hue becomes angry and takes action in secret since he comes home to a crying Lucia after the tea party ends.
I read the novel and if the manga follows the novels this is what is going to happen. I think this is enough spoilers for now

Correction: In the dream, Philip becomes interested in Lucia’s infertility because how she became infertile by accident is the method for a Taran male to have a daughter with a regular woman. The last requirement is that her first sexual partner must be the Taran male. Dream Lucia was indeed a virgin but lied about it because she was embarrassed. Her dream husband was impotent and never had sex with him. She also didn’t have sex with the knight that seduce and swindle her after her dream husband died. Since she found the requirements to cure in infertility weird in her dream, she later tells Hue about it(since she later confesses to Hue about her alternate life that lead her to seek a marriage deal with him). With Lucia’s help, Hue was able to find the true method on having children (Philip lead Hue to believe that in order for him to have kids, he needed to feed his virgin baby mama his blood for a year and then have sex with her) and discovers that Lucia does not face any life threatening danger if she gives birth. Hue takes pleasure in rubbing the truth to Philip’s face and punishes him for attempting to scheme Lucia’s death. Hue does not kill him but his punishment is rather hardcore.

I sure she wasn't a virgin. Lucia found out that she was infertile because she didn't have a child for many years. Meaning she had / was forced to have sex with count matten (?). If she was actually embarrassed and lied to Philip that means that in the alternate life after story when Lucia and hue get together they must have been able to have children, right ?
This is just what I remember and I read this a long time ago so I might be wrong too :)

I recently reread the novel, so it is still fresh in my mind.
Dream Lucia becomes infertile because when she got her first period no one educated her about what was going on with her body and she thought she was dying. She had seen that the maids used the plant mugwort to stop wounds from bleeding, which why every time she had her period she would eat mugwort to stop the bleeding. She stop consuming mugwort once she stop having her period. When she got older and married dream husband Count Matten, she finds out that a women needs to have periods in order to have babies. The novel mentions that when she was married to her dream husband, Count Matten would only go as far as to rub himself on her and then beat her to release his frustrations because he couldn’t get an erection. The manga doesn’t do a good job explaining this and makes it seem that Lucia had a sexual relationship with her dream Husband.
The real Lucia still decided to make herself infertile because by the time she started getting her period she still hadn’t thought of asking Hue to marry her and she was worried that if she still had to marry Count Matten she didn’t want to risk giving him kids in case in this life he could still have children.
To answer your question about if it was possible for Dream Lucia and Dream Hue to have a child the answer is no. Because by the time Lucia meets Hue in her dream, she already had taken the medicine to cure her infertility.
