I think he doesn't really want Heesoo's forgiveness. He just knows his Beta Will not forgive him if the people je hurt don't forgive him first. But i think he really is suffering

I love to see the development on chowon’s character, he was so blinded by the hate and jealousy and made some terrible mistakes... Now he realized how bad it was and wants to be forgiven, but that is up to Heesoo, and he’s not ready yet, just because he feels bad it doesn’t mean that erases the damage that was already made. That’s how it is in real life
