I think she's the half brother he killed and he's also pretending to be a girl (they mentioned that they do look alike) and Tory blushes when "she" gets close to the FL

Nope, according to spoilers, Tory’s true identity is that of a spy of the emperor and a commonor. He felt betrayed by her, so he killed her on their wedding night.
She also apparently planned a rebellion against Lupert. Which he stopped.
